Create an above alert for the given coin identified by
The above alert is triggered if the coin's rate is above the absolute
/below
Create a below alert for the given coin identified by
The below alert is triggered if the coin's rate is below the absolute
/spike
Create a spike alert for the given coin identified by
The spike alert is triggered if the coin's rate changed by a percentage of
Value must be provided as a float e.g. 0.1 for 10%.
